Minnesota Lottery General Information

The Minnesota Lottery plays three state drawn game - Daily 3, Northstar Cash, and Gopher 5. Plus, three multiple-state games - Powerball, Mega Millions, and Hot Lotto. Compared to other states, the Minnesota Lottery offers fairly high variety of lottery games.

Top prizes listed with "rollover" are the starting amount. The Jackpot prizes will grow after every draw until someone wins. Pari-mutuel prize structure means players' winnings are determined by dividing the prize pool allocated for that winning category by the number of winners.

Minnesota Lottery General Rules and Regulations

The following are the most prominent rules and regulations that the player should be aware of before playing the Minnesota lottery games.

  • Minnesota Lottery does not specify the age limit of lottry players.
  • A lottery ticket may not be purchased by, nor a prize awarded to the director, board member, employee of the lottery, or any spouse, child, brother, sister, or parent residing in the same household as the director, board member, or employee of the lottery.
  • Minnesota State Lottery tickets may only be purchased at a retailer under contract with the Lottery, at a Lottery office or online via the subscription service at mnlottery.com for players that have a Minnesota address.

  • The ticket, not the playslip, shall be the only valid proof of the selections made and the only valid instrument for claiming a prize.
  • All Minnesota Lottery prizes are subject to state and federal income taxes.

Claiming Prizes of the Minnesota Lottery

Here are the steps you have to follow if you are a lucky winner of any Minnesota lottery,

  • Minnesota Lottery players 1 year from the draw date to claim their prize. If a prize is not claimed within 1 year, it goes to the state General Fund.
  • You may claim prizes in person or by mail.
  • Prizes up to $599 on a single ticket can be claimed at any Minnesota State Lottery retailer (provided funds are available), by mail or at any Lottery regional office.
  • Winners of $600 or more must fill out a Ticket Claim Form.
  • Winners of prizes between $600 and $30,000 on a single ticket must claim their prize at any Lottery regional office or by mail.
  • All winners of prizes over $30,000 on a single ticket must claim the prize in person at Lottery headquarters in Roseville. Players are asked to call the Lottery’s Public Relations office at (651) 635-8271 before claiming the prize.
  • For every Lottery prize over $5,000, 32.25% is deducted for federal and state withholding. Federal law requires the Lottery to withhold 25% of each payment for federal income tax and state law requires that 7.25% be withheld for Minnesota personal income tax.
  • Under the Minnesota Revenue Recapture Act, Lottery prize winners of $600 or more are subject to a review by the Minnesota Department of Revenue for money owed to the state. Debts are subtracted from prize amounts.
  • If you itemize deductions on your federal tax return, you may deduct the amount you spend on lottery tickets and any other gambling losses as a miscellaneous itemized deduction, but only up to the amount of lottery prizes and other gambling prizes you report as taxable income. You must be able to prove the amount of your losses by receipt, ticket or statement.

Where do the Minnesota Lottery profits go?

Minnesota Lottery profits (24.5 ¢ of every dollar you spend)are distributed to:

  • The state General Fund to support services such as K-12 education, health care, aid to local governments and public safety. Plus, to help combat problem gambling.
  • The Environment and Natural Resources Trust Fund to finance projects that preserve, restore and enhance our state's natural resources.
  • The state's environment fund to fish and game, parks, trails and zoos.
  • The Natural Resources Fund
