The following are the most prominent rules and regulations that the player should be aware of before playing the West Virginia lottery games.

• West Virginia Lottery players must be 18 years of age or older. Minors may receive tickets as gifts.
• Tickets may not be sold by mail, over the phone, or Internet due to federal interstate commerce laws. Tickets must be purchased at an authorized West Virginia Lottery retailer location.
• The West Virginia Lottery is not responsible for lost or stolen tickets. Protect yourself by signing the back of your tickets, and include your address and social security number. Lottery tickets are bearer instruments. Unless signed, anyone in possession of the ticket can file a claim.

Claiming Prizes of the West Virginia Lottery

Here are the steps you have to follow if you are a lucky winner of any West Virginia lottery,

• Winning tickets must be claimed within 180 days of the winning draw date on the ticket. Unclaimed prize money is returned to the prize fund for second chance drawings
• You can claim any prize in person or by mail.
• Prizes of $600 or less may be claimed at any West Virginia Lottery retailer with a lottery terminal.
• Prizes over $600 may be claimed at Lottery Headquarters in Charleston, at the Lottery's regional office in Weirton, or by mail.
• If mailing, be sure to sign the back of your ticket, include a copy of your driver’s license or a photo ID, an official document with your social security number (utility bills contain the information), a return address, and phone number. Mail to:

• The Lottery must withhold federal and state taxes from each prize over $5,000. The Lottery withholds 25% for federal taxes and 6.5% for WV State taxes. State taxes are not withheld from out-of-state winners’ checks.

Where do the West Virginia Lottery profits go?

Over 50% of all West Virginia Lottery instant and online ticket sales have been returned to players in prizes. State law requires that at least 45% of total revenue be paid in prizes. Retailers who sell tickets receive 7% of sales. Not more than 15% of the Lottery’s total revenue may be spent on operating costs. The remainder is profits transferred to the State Lottery Fund for appropriation by the Legislature to Education, Senior Citizen and Tourism programs.
